What this record establishes
This page reproduces the mapping in the supplied Consultation Traceability and Validation Record, covering the Strategy revision dated 16 September 2026. The consultations considered the earlier Local Agriculture First Policy; applying the findings to the youth-focused Strategy was a subsequent drafting step.
A drafting response is not implementation or formal approval. Historical source statuses remain unchanged. Support in one session does not close a question left open in another. The Session 6 report does not include formal counts and dispositions for five validation propositions, so this record does not certify approval of every revised clause.
Clause numbers refer to that recorded revision, not later drafts. The record retains a historical 30% ambition as unvalidated and indicative. CAYAB’s subsequently proposed 15% youth procurement set-aside is a separate proposal for consultation and is not attributed to approval through this series.
COTED recognition, institutional acceptance, funding and pilot participation are not established by this record.
What changed in the drafting
Each entry below shows the earlier drafting gap, the response recorded and the recommendation IDs supporting it. The revision text is an excerpt; the full provision belongs to the corresponding Strategy version.
C01 1.6 Consultation basis and validation status
Earlier drafting gap
The baseline acknowledges consultation without identifying the six-session record or limits of validation.
Recorded drafting response
This revision incorporates the Regional Consultation and Validation Series held from 11 August to 15 September 2026 and its final consolidated report. The historical consultations considered the proposed Local Agriculture First Policy (LAFP); applying those findings to this Strategy is a subsequent drafting step.
Evidence
Outstanding decision or limit
Draft incorporation is recorded. This does not establish formal approval or implementation.
C02 6.2.1 Demand planning and buyer readiness
Earlier drafting gap
Procurement planning is encouraged, but the information and operational conditions needed by buyers and suppliers are unspecified.
Recorded drafting response
For an agreed activity, buyers and responsible technical partners should document products, quantities, seasonal demand, specifications, food-safety requirements, delivery locations and frequency, acceptable delivered cost, receiving capacity and payment arrangements before suppliers commit production. Buyer forecasts should distinguish indicative demand from authorised orders or contracts.
Evidence
S1-R05S2-R01S2-R02S4-R06S6-R01
Outstanding decision or limit
Draft incorporation is recorded. This does not establish formal approval or implementation.
C03 6.2.2 Payment and working capital
Earlier drafting gap
Payment is mentioned in activity design but a verifiable payment pathway and financing review are absent.
Recorded drafting response
Before contracting, the authorised buyer should agree the invoice requirements, receipt and acceptance evidence, responsible payment office, payment interval, discrepancy-resolution route and escalation process. Delivery, acceptance, rejection, invoicing and payment dates should be recorded so delays and their causes can be assessed.
Evidence
Outstanding decision or limit
Payment terms, financing options and the demand-to-payment handoff require authorised agreement; the Session 2 referral and Session 5 unresolved status remain open.
C04 6.2.3 Supply shortfalls and procurement targets
Earlier drafting gap
The 30 percent option is retained, but exception controls and target measurement require definition.
Recorded drafting response
Any proposed local-supply exception should identify the affected product, quantity, reason, evidence of supply assessment, authorising body, duration and review date. Records should support aggregated reporting and review of repeated shortfalls.
Evidence
Outstanding decision or limit
Exception procedures and the feasibility and measurement of any target require country review. Later support for transparency does not close the earlier unresolved legal and operational questions.
C05 6.3.1 Accessible registration and distinct decisions
Earlier drafting gap
Supplier registration and certification are listed without a complete separation of engagement, verification and procurement decisions.
Recorded drafting response
Registration should provide visibility, engagement and referral without requiring every entrant already to be certified, formally established or digitally connected. Minimum fields, verification responsibilities and update arrangements should be agreed for the defined purpose.
Evidence
S1-R06S2-R03S3-R09S4-R03S4-R04S4-R05S6-R09
Outstanding decision or limit
Ownership, mandatory fields, eligibility rules and the response to mixed views on exclusion need confirmation.
C06 6.3.2 Compliance and enterprise development
Earlier drafting gap
Training provisions need a market-specific compliance and affordability pathway.
Recorded drafting response
Supplier support should begin with a gap assessment against the selected product and buyer requirements and include food-safety training, verification, market-appropriate certification, traceability, costing, records and production planning. Technical and financial support options should identify compliance costs, who could meet them and the conditions for assistance.
Evidence
S1-R07S1-R08S2-R04S5-R14S6-R02
Outstanding decision or limit
Compliance costs, financing and incentive design remain for technical review; training does not resolve the Session 2 Mixed View by itself.
C07 6.4.1 Demand and existing assets before investment
Earlier drafting gap
The baseline encourages hubs and storage expansion without explicit investment gates.
Recorded drafting response
Infrastructure preparation should map verified demand, supplier capacity, existing facilities, service gaps and utilisation before recommending new construction. Compare rehabilitation, coordination of existing market houses or cooperative assets, shared services and farm networks with new facilities.
Evidence
S3-R02S3-R03S3-R04S3-R05S3-R13S6-R03S6-R05
Outstanding decision or limit
Investment thresholds, ownership, costs and campus feasibility remain referred or under further technical review; no construction is authorised.
C08 6.5.1 Integrated logistics and climate resilience
Earlier drafting gap
Cold-chain expansion is proposed without specifying operational interfaces, accessibility or continuity requirements.
Recorded drafting response
Aggregation, preparation, packing, storage, transport, delivery and digital records should be designed as connected services. Product-specific plans should identify temperatures, handling requirements, shelf life, collection points, routes, delivery windows, capacity and responsibilities for loss or rejection.
Evidence
S2-R05S3-R01S3-R06S3-R07S3-R10S3-R11S3-R12S3-R14
Outstanding decision or limit
Logistics models and affordability require technical assessment; the Session 3 Mixed View is retained.
C09 6.6.1 Connected functions and interoperable services
Earlier drafting gap
Digital tools are listed separately without defining the complete delivery chain or limits on a regional layer.
Recorded drafting response
Digital support should connect identity and consent, supplier and product information, eligibility decisions, demand matching, orders, production scheduling, inventory, logistics, delivery confirmation, payment and evidence. Retain suitable national and institutional systems and minimise duplicate collection.
Evidence
S3-R08S4-R01S4-R02S4-R16S4-R17S4-R22S6-R10
Outstanding decision or limit
A regional service layer remains Referred; architecture and institutional responsibilities must be reviewed before technology selection.
C10 6.6.2 Data governance security and redress
Earlier drafting gap
The baseline refers to sensitive information but lacks operational safeguards.
Recorded drafting response
An agreed data-governance plan should identify collection purposes, consent where applicable, accountable institutions, mandatory and optional fields, access permissions, storage, retention, permitted sharing, correction, export and withdrawal arrangements where applicable. Collect only necessary information and protect personal and commercially sensitive records.
Evidence
S1-R09S4-R04S4-R09S4-R11S4-R12S4-R13S4-R15S6-R10
Outstanding decision or limit
Data ownership, access rules and grievance responsibilities require agreement by the relevant institutions.
C11 6.6.3 Responsible artificial intelligence
Earlier drafting gap
No specific AI decision safeguards are stated.
Recorded drafting response
If AI is proposed for forecasting, matching, planning or early warning, its purpose, input quality, limitations and responsible human decision-maker should be documented. Test for bias and exclusion, provide understandable criteria and allow affected participants to challenge consequential outcomes through human review.
Evidence
Outstanding decision or limit
AI use cases, accountability and appeal rules require technical and institutional review.
C12 7.11.1 Documented handoffs and joint work plans
Earlier drafting gap
The baseline responsibility matrix needs operational handoffs, escalation and resource links.
Recorded drafting response
For each agreed activity, the participating institutions should record a work plan with activities, accepted roles, outputs, costs, resources, indicators and agreed dates. At each handoff—from demand and supplier preparation to inspection, contracting, delivery, acceptance and payment—identify the information received, decision authority, evidence passed onward and escalation route for delay.
Evidence
S5-R01S5-R02S5-R03S5-R04S5-R05S5-R06S5-R07S5-R08S5-R18S6-R07S6-R08
Outstanding decision or limit
The regional convening role, institution-specific mandates and procurement handoffs remain subject to confirmation; no acceptance is inferred.
C13 7.6.1 Youth influence and institutional continuity
Earlier drafting gap
Youth roles are proposed but evidence of influence and links to governance decisions need definition.
Recorded drafting response
Youth should participate early in agenda setting and design, and remain involved in testing, implementation learning, monitoring and evaluation. Agreed roles may include suppliers, processors, logisticians, researchers, communicators, technologists and service operators.
Evidence
S1-R01S2-R10S2-R11S4-R14S4-R15S5-R09S5-R11S5-R12S5-R13S6-R11
Outstanding decision or limit
The CAYAB role referral and institutional-framework questions remain open to the competent governance process.
C14 8.2.1 Readiness evidence before a pilot
Earlier drafting gap
Readiness assessment needs a documented decision and a wider set of feasibility tests.
Recorded drafting response
A readiness record should assess buyer demand and receiving capacity; supplier volumes, seasonality and compliance; procurement and trade conditions; payment and working capital; existing infrastructure and logistics; land, water, energy and climate risks; digital access and data safeguards; accessible participation; costs, maintenance and institutional responsibilities. Findings should identify what is ready, what requires remediation and what prevents proceeding.
Evidence
Outstanding decision or limit
Detailed country readiness criteria and assessment responsibilities remain for technical review; no pilot country is confirmed.
C15 8.6.1 Appraisal of the proposed readiness and investment facility
Earlier drafting gap
Resource mobilisation does not address the proposed integrated facility or grant safeguards.
Recorded drafting response
A proposed procurement readiness and investment facility may be appraised as one option linking shared infrastructure and services, youth and small-enterprise readiness, and buyer demand planning, receipt and payment capacity. Any design should set transparent eligibility and scoring, conflict-of-interest controls, independent review, milestone-based funding and a documented complaints route.
Evidence
Outstanding decision or limit
Facility governance, funding, safeguards and national financing options require further technical review.
C16 8.7.1 Pilot stages and decision gates
Earlier drafting gap
Phasing is supported but entry criteria and expansion decisions are not explicit.
Recorded drafting response
An agreed pilot should specify willing buyers and suppliers, products, locations, selection criteria, objectives, costs, governance, approved financing, safeguards, baseline measures and an evaluation plan. Stages are: institutional and technical consolidation; national readiness assessment; costed pilot design; controlled testing of the complete demand-to-payment chain; and evaluation with revision, expansion or closure as justified.
Evidence
S1-R03S1-R04S2-R09S3-R15S4-R19S4-R20S4-R21S5-R16S5-R17
Outstanding decision or limit
Pilot criteria, country participation, funding, timeframes and evaluation commissioning require acceptance and approvals.
C17 10.2.1 Outcome measures and comparable evidence
Earlier drafting gap
The baseline lists measures but needs operational definitions, baselines and limits on economic claims.
Recorded drafting response
Before a pilot begins, agree indicator definitions, baselines, data sources, responsible custodians, disaggregation and reporting intervals. Separate registered, verified, certified, eligible, contracted and active suppliers.
Evidence
S1-R10S2-R10S2-R12S4-R08S5-R15S6-R12
Outstanding decision or limit
Indicator definitions, baseline evidence and thresholds remain to be agreed; the earlier no-determination status and later technical-review requirement are retained.
C18 10.6.1 Recommendation response and revision control
Earlier drafting gap
Continuous improvement lacks a reviewable recommendation-to-clause record and response workflow.
Recorded drafting response
CAYAB proposes to maintain a controlled register with a unique recommendation ID, source session and locator, original validation status, response, affected strategy clause, revision version, outstanding issue, institution approached, accepted responsibility where confirmed and feedback to participants. Inclusion in a draft is recorded as a drafting response, not implementation or formal closure.
Evidence
Outstanding decision or limit
The youth recommendation-response workflow remains unresolved until agreed; producing this matrix does not assign response obligations.
The full recommendation record
Find your session, then open a recommendation to see its original classification, recorded drafting response and outstanding matters. Historical references to “Policy” or “LAFP” are preserved in source recommendations.
Reading the status: “Supported” records the session’s classification, not government adoption. “Mixed View”, “Referred”, “Unresolved” and “Further technical review” retain their recorded limits. “Proposed for LoA Committee consideration” and “No formal determination recorded” do not establish acceptance.
